False! Or at least poorly worded. A Hispanic person is someone whose heritage is from a spanish speaking country, they don’t have to be spanish speaking themselves.
For example, I know Hispanic people who don’t really speak spanish, while I speak spanish but am not Hispanic.

Apparently once upon a time there was an ointment one could rub on a broom - that was most popular amongst herbalists (such as many witches) - that was a hallucinogenic.
